Complex Disasters in Southeast Asia

International Seminar-Workshop

October 5-7, 2023

University of Santo Tomas, Manila, Philippines

This hybrid international seminar-workshop will gather a maximum of 80 in-person and 100 online participants consisting of academics, community leaders, humanitarian workers, civil society organization actors, private sector stakeholders, and government actors to discuss the governance of complex disasters in the Southeast Asia Region with a specific focus on the management of the COVID-19 pandemic alongside environmentally related hazards. This 3-day event will feature lectures, workshops, and a writeshop. Another highlight of this event will be a technical training on humanitarian coordination at the Philippine Disaster Resilience Foundation Operations Center in Clark, Pampanga.

Publication opportunity

Individuals with papers exploring the topic of complex disaster in the region may submit an abstract for presentation in the event. Selected papers may be offered publication in a Special Issue of the Southeast Asia Multi-Disciplinary Journal.

Special Issue: Call for Papers


Drawing from case studies of communities, civil society organizations, and state actors, this special issue envisions an avenue for research in the Southeast Asian Region that explores how specific policies shape the management and experience of complex disasters from various levels of governance. This could be within the range of village-level ordinances up to the level of international policy frameworks (UN Humanitarian Civil-Military Coordination, The Sendai Framework for Disaster Risk Reduction, The Paris Agreement, The UN Sustainable Development Goals, and so forth). The key questions that contributors will address are:


  • How are complex disaster experiences involving COVID-19 managed across the region?
  • Which policies facilitate or complicate disaster risk reduction and management?
  • What are the implications for researching and governing complex disasters?



We welcome submissions on topics related to the governing of complex disasters in Southeast Asia and will consider empirical research and systematic reviews.
